Return the skillet to medium heat and whisk in the flour. Cook, whisking constantly, for a couple of minutes to cook the raw taste out of the flour. Whisk in the broth, orange juice, zest, brown sugar and a pinch of cayenne. Bring the sauce to a boil and cook for one minute. Add the chicken back to the skillet, skin side up. Cover, reduce heat and simmer for 15 minutes. Turn the chicken, cover again and simmer for another 10 minutes. Uncover, increase heat to medium, turn the chicken one more time and simmer for another 5-10 minutes or until sauce has thickened. Garnish with parsley and green onions. Serve over hot, cooked rice.
